If you have attempted to book a place at the conference and pay with a credit card but the system seemd to try and force you into paying via PayPal, this page explains why. If a computer is used to make a purchase with PayPal (most frequently via Ebay) then PayPal registers the IP address of that computer. If that same computer is then used to buy something from a site that uses the PayPal credit card purchase facility (as ARMMS does) then PayPal will only let you make the purchase through a PayPal account. They claim that this is for security reasons. Unfortunately there is no way to reset the computer. The only way around the problem is to use a different computer that has not previously been used to buy things through a PayPal account or to pay by cheque or direct credit transfer.
